The 2002–03 Divizia B was the 63rd season of Divizia B, the second tier of the Romanian football league system. It was the last in this format (two series of 16 teams each).
The winner of each series of the Divizia B was promoted to the Divizia A and the runner up from each series played a playoff (home-away) against the team finished 13th or 14th in the Divizia A. The bottom three teams were relegated to the Divizia C.

Promotion / Relegation Play-off
The teams placed on the 13th and 14th place in the Divizia A faced the 2nd placed teams from both groups of the Divizia B. Politehnica AEK Timișoara and FC Bihor Oradea won the relegation play-offs.[1]
Even though Oțelul Galați lost the relegation play-off against FC Bihor, they kept their place in the Divizia A because Petrolul Ploiești, the club that won the Divizia B, Seria I, sold its promotion place to Oțelul Galați and merged with Astra Ploiești, the other team from the city of Ploiești, which finished on the 9th position this season.[2]

- ^ Gilortul Târgu Cărbuneşti was excluded from the championship before the beginning of the second half of the season. All its results from the first half of the season count, however for the second half the team will lose all its games by a score of 0-3.
- ^ UM Timişoara was excluded from the league after the 12th round due to financial problems. The team failed to play two consecutive games. All its results have been cancelled.
