Visa policy of Ukraine

Visitors to Ukraine must obtain a visa from one of the Ukrainian diplomatic missions unless they come from one of the visa exempt countries.^[1]

Visa not required for indefinite stay

Citizens of the following 5 countries can enter Ukraine without a visa for an indefinite stay.^[2]

Visa not required for limited stay

Holders of passports of the following 59 jurisdictions can enter Ukraine without a visa for a stay up to 90 days within a 180-day period, except where otherwise noted.^[2]

_{1 - up to 90 days within a 365-day period.}
_{2 - up to 30 days within a 60-day period.}
_{3 - up to 14 days.}
_{A - must hold proof of sufficient funds on arrival.}
_{B - visa not required for service, tourist and private trips on conditions that documents certifying the purpose of the trip are provided}

Visa-free agreement were signed with Saint Kitts and Nevis in September 2016^[3] and Albania in November 2016^[4] and are yet to be ratified.

Visa on arrival

Holders of passports of the following 13 jurisdictions can enter Ukraine by obtaining a visa on arrival at Kyiv Boryspil Airport and Odessa International Airport (only for Chinese citizens) for a stay up to 15 days:^[5]^[6]^[7]^[8]^[9]

Invitation letter exemption

Nationals of the following countries are not required to provide an invitation letter in order to obtain a visa for Ukraine:^[10]

Non-ordinary passports

Additionally, only holders of diplomatic or official/service passports of Albania, Cambodia, China, Cuba, Dominican Republic, Egypt, Iran, Kuwait, Laos, Morocco, Peru, Qatar, Singapore, Thailand, Turkmenistan, Uruguay, Venezuela and Vietnam and only diplomatic passports of India and Mexico do not require a visa for Ukraine.

Visa-free agreement for diplomatic and service passport signed with Indonesia but not ratified yet.^[12]

Electronic visas

In March 2015 it was announced that Ukraine would introduce electronic visas in the near future.^[13]

Crimea

Crimea is under de facto Russian control and the visa policy of Russia applies.^[14] Ukraine announced that foreigners should comply with Ukrainian visa regime including obtaining a Ukrainian visa if one is necessary and that otherwise it may entail sanctions for "support of the temporary occupation of the Ukrainian territory".^[15]

Eastern Ukraine

Parts of Donetsk Oblast and Luhansk Oblast are under de facto control of the self-proclaimed Donetsk People's Republic (DPR) and Luhansk People's Republic (LPR) declared Anti-Terrorist Operation Zone. In November 2014, the Government of Ukraine imposed passport control on all persons entering or leaving this territory. Ukrainian citizens have to show their passports while foreigners also have to explain the purpose of their visit. All those who arrive through checkpoints on Russia–Ukraine border not under Ukrainian control are not allowed to proceed further into Ukraine.^[16]^[17]
