Early life

Boolell who was born in a traditional Brahman Gossain Hindu family in Port Louis, is the son of former leader of the labour Party and former Deputy Prime Minister, Sir Satcam Boolell.

He has had his studies in England and Wales. After graduating and become a medical practitioner, he graduated with an LLM from the National University of Ireland. He then practiced for sometimes in Wales before coming back to the country.[5]

Politics Life

He was firstly elected in 1987 in Constituency No 11, Vieux Grand Port and Rose Belle. He has been elected since then until now. He became a cabinet minister in the coalition government of the MSM and the Mauritian Labour Party headed by Anerood Jugnauth.

In 1991, following the landslide victory of the MSM/MMM coalition led by Anerood Jugnauth, he was still elected as first member of parliament serving for Constituency No 11. He became Opposition Whip until Paul Berenger and the MMM was dismissed from the government.

Minister of Agriculture

Boolell has been very famous as Minister of Agriculture (later known as Minister of Agro-Industry). His first tenure was from 1995 to 2000 and second tenure was from 2005 to 2008. Following the cabinet reshuffling of 2008, he became Minister of Foreign Affairs and remained as such till now.

2011 MSM/Labour Party break up

Following the breakup of the coalition government of the MSM and the Labour Party in 2011, Boolell was the first presumptive person to replace Pravind Jugnauth as Vice Prime Minister. However, a last minute change in the protocol brought to Anil Bachoo's appointment as VPM. He remained number 6 until now.

He was a recipient of the Order of the Star and Key of Indian Ocean elevated to the rank of Grand Officer.
